The nutritional information on food sometimes states the carbs per 100g, and goes on to say how much of that sugars. For example, Allinsons fibre rich bread is

Carbohydrate 33.6g
of which:sugars 4.7g

What does this mean? Which is most relevant? What is the actual carb content that I should count?

THe total amount, which would be 33.6g. What is the fiber count? YOu can subtract it from the total count to get the effective carbohydrate count. That's the real total.

isn't the fibre count already deducted on UK labelling ?

or did I get that info muddled up from somewhere else ?

Hoss I would take the carb count as 33.6g.

Fibre-count is rarely shown separately in UK. I find it safer to assume even if there is fibre count to be deducted, it will cancelled by any "hidden carbs" not listed.
