Yes, less than 20g is fine but the 3 cups veg. also gives leeway for the incidental carbs in eggs, cream, cheeses, etc to stay around 20g total.
The Atkins induction plan with the 4oz of a list of certain cheese and other limits on a very specific food list was created so if you follow the plan as written, you do not need to calculate the carbs. The 20g carb total is "baked into" the plan.
