You just slice a green pepper so there is a circle left. I cut arount in it with a knife trying to stay at straight as possible so it would sit flat in the pan. pop it in the skillet and cook for a bit on both sides. then just crack an egg in the middle and cook like normal. i try to only flip it once since the egg can break away from the pepper.
