I exercise about an hour a day; 6 days a week (power walking or step), I include weight training with my cardio, I make healthy low-carb food choices and graze (5-6 small meals a day), and the scale hasn't budged in over two weeks. I just can't lose this BELLY fat (below my belly button) which is my problem area. I'm so frustrated and just wondering if I'm too old to have flat abs. I don't expect to ever look 18 again, but I'd like to at least look nice in my clothes. Also, I never dreamed that maybe I was over doing it. Something to think about, I guess.
Could you be eating something you are sensitive to without knowing it? Food sensitivities can cause belly bloating or "false fat." Maybe try cutting something out?

And for God sakes, eat more! You are putting your body into starvation mode. Get lots of protein and fat, and maybe add a few more carbs in the form of veggies.

Try taking a week off from exercising and then going back. Also make sure to eat protein before and after your weight training.

Personally, I'd cut back on how long you work out for, but others may disagree with me.

Once you cut your training down to 3 days a week, you'll likely have to cut some of your calories as well, or your weight will creep back up.

on training 3 hours a day. It's hard to do, but if you do it right, the benefits can be quick and rewarding.
