If I average around 30 carbs a day and I lose weight, is it true that since i'm able to lose weight eating 30 carbs that I will be able to get to 10% body fat this way? Or if I really want to get that lean I will at some point need to lower the carb count from 30?

You could eliminate all carbs and there would still be a minimum body fat % that your body won't want to go below without enormous struggle from calorie restriction and exercise.
I sincerely doubt that anyone who has been very obese could ever get down to 10% body fat. Your body will likely want to stop much higher than that.
