Actually as it is a non-USA label those 41 carbs are the same as "net carbs", outside USA the fibre is not counted as being a carbohydrate at all!!
Cocoa mass has about 55% fat/30% carbs/15% protein; xylitol has about 4 carbs per teaspoon (from sugar alcohol); cocoa butter is all fat; so the product is bound to have lots of carbs and not a lot of fibre in it.
Unsweetened cocoa powder has about 2 net carbs per tablespoon (at least the one in my pantry has) so if I want to make chocolate I make chocolate bark like MissPi suggested.
