My book consumption has always been high. What I do now is budget with online library apps. My subscriptions to Kindle Unlimited and Scribd are each the cost of ONE ebook a month. And I happily read a LOT more than that.
I can find what I want this way about 80% of the time, especially with audio books, which come out in a timely fashion with Scribd. (They just go slower than my reading speed, but then again, I find them enjoyable in the right circumstances.)
That, and ebooks at the local library which return themselves in a timely manner (hey, fines do support the library but I got traumatized by an angry librarian once and I had always been a "librarian's pet) and I can stoke my fires happily on a fixed amount per month.
