I do live in Canada and haven't read this news. Can you provide a link? Also, we have two levels of government: federal and provincial. The federal government already charges a tax on pretty much everything...the GST (goods and serivces tax.) Normal (grocery store) food is exempt, but junk food never has been exempt. (Oh, unless you buy a dozen donuts at a grocery store, no GST, but if you buy one at a donut store, GST! WTH?)
ANYWAY...a province can decide to charge a tax, but that's a province by province basis. It drives us all nuts. I live in Saskatchewan, and haven't heard about a fatty food tax at all.
