You can order a double meat burger most anywhere and just use the bread to hold it and tear off pieces as you go. Like holding a banana and throwing away the peel.
Wendys has chili and you can order a side salad if you throw away the beans as you eat that will lower the carb count.
Dennys and other breakfast type of places you can order steak breakfast with a couple of fried eggs.
