Some states, probably AZ or CA , have implimented programs to remove lawns and replace with no water or low water features. Took a state program to get the lawns replaced. Good sucess rate too.

One local town nearby has put in place measures to support and keep farmland. The new developments use woodland instead, from what I see. Even that is a problem, the trees absorb more carbon than the grasses. Some 50 acres cleared for some 50 HUGE houses....makes me cry.
