Sugar is one type of carbohydrate. It isn't possible to have 2g of sugar and 1 net carb. This label simply subtracted the fiber from the carbs for you (some countries do this, the US leaves it as up to discretion of manufacturer).

This means the serving has 12 net carbs, plus 11 fiber.....so 23 carbs, 11 of which are fiber= net carbs of 12 (2 of which are from sugar).
