Not Allowed To Private Message

I am unable to pm and don't know why. I know this is probably not the place to post this, but I can't find anywhere that seems appropriate to post it.
Tried to access the website I was told to in the "you don't have permission to post" notice, but the site wasn't working.
Not sure what is going on here.
Would love any instructions you might have to help me with this.

You will be able to PM after 25 posts. Or join the forum, which removes ads and allows more posting and storage space.
