This is an example of how Americans don't understand British English (and vice versa). "Green Paper" is just like saying "White Paper" - it's just supported policy recommendations. "Scheme" is the British word for "program" or "initiative". Everything is called a scheme when it's a government or private sector social initiative. |
jschwab- thanks for the clarification, as I used to work in London for 6 years, so I should know the usage as it applies in the UK. However, I still stand by my main points regarding government involvement. It doesn't always result in the greater good. If Dr. Unwin is involved in any consultative role, then I'm more optimistic.
