Is it zero carbs because of the fiber?

It depends on what they have used to bulk it up for using in place of sugar. The 1 carb per teaspoon or packet in splenda comes from the dextrose or maltodextrin they use to make it possible to use spoons or packets of it in place of sugar without oversweetening things, as pure sucralose is too fine and concentrated in sweetnessl to use on its own.

I think it has something like 600x the sweetning power of sugar, so unless you could measure 1/600th of a spoonful you could not use it pure.

The "splenda plus fiber" is just that - the same product with added fiber, so instead of having one carb from the bulking agent it has 2 carbs, one from the bulking agent and one from the added fiber, but as you can deduct the fiber carb it ends up having one net carb!

For zero carb sweetening with splenda you need to get hold of liquid sucralose (the main sweetening agent of splenda) and this has to be bought online from one of the many companies marketing it.
