I bought Carbolite bars and they say o sugar carbs . On carb facts it has Total carbs 17.0 fiber 0 sugar alcohols 17.0 net effective carbs 0.0.
Does that mean I do not count this as a carb? :(

Legally, yes. However, the fact that there are no "sugar' carbs doesn't mean that there are no carbs.

The 'sugar alcohols' are a special form of sugar which, it is claimed, do not have any effect on insulin secretion. They are considered inert or neutral. BUT many people on this board have reported that they stall when they eat these and other brands of bars or shakes or candy bars because they seem to be affected by the sugar alcohols.

It's called YMMV (your mileage may vary) and is a very individual thing. TO be fair, some people say they eat them all the time and lose just fine. You'll have to try them.

Look around the forum - there are many many threads about sugar alcohols & bars & stalls.
