Oil of Oregano.....powder???

Hello, all

Saw a bottle of OoO capsules today for FAR below the prices I am regularly seeing. I asked the clerk why and she said it was because the capsules were filled with powdered OoO. Can that be right?

Has anyone heard of that and do you think it is as effective??
