Yes, this is true. Furthermore, if you concentrate on building up muscle on your arms and back and legs, you will become more metabolically active, which will ALSO burn the fat off your stomach. But unlike cardio, which will do it while you are training, but stop when you finish, resistance exercise keeps burning it off when you've finished, and this can continue for DAYS.

They are both good. But concentrate on sucking your navel toward your spine for EVERY REP. This will prevent the "outie", which you do not desire.
