I use Photoshop, but there are some sites online where you can resize your photos for free. I suggest that you Google the words resize photos free. I can't suggest which site might be the best, since I haven't used any of them myself.
Unless the dimensions have been changed since I last changed my avatar, this site requires that avatar images be either 100 x 100 pixels,or 19.5 KB, whichever is smaller.
