Default Don't count carb in non-starchy veg?

It seems to me that when I reread the SP book last month, it said that we shouldn't count the carbs in non-starchy vegetables. That's why we add in the 15g (or more) of actual carbs in a healthy way. I can't find the actual wording for this, though. Does anyone else know what page it's on?

Starchy carbs I keep to 50 and under (I use the 15g), but when using FitDay, the carb count sure adds up and I got a little nervous yesterday. I eat a LOT of vegetables. Atkins and other programs say to count them all, but I'm pretty sure Dr. Schwarzbein says the impact of the low-carb veggies is negligible and that's why we have to add in the actual carb.

I found it on page 198 of TSP The Program. It says, "Don't be shy about nonstarchy vegetables. The more you eat the better. Do not count these as carbohydrates".

I just read this book for the first time, though I've been doing LC off/on for the past 5 years.

I seem to remember she said something about raw carrots being fine but when you cook them it breaks down the fiber content and makes the overall carb impact higher.
