Some of each. Net carbs are predominantly starches (maybe a little sugar?), the remainder is fiber.

I'm going to hijack this post and ask about Chia seeds. I've had them twice for breakfast after having been soaked overnight, once in Almond milk and the other time... perhaps just semi-skimmed milk? I stirred them 30 minutes after soaking to mix up the lumpy bits, and then left them in the fridge overnight.

I usually end up just gulping the mix/gel down (like jelly?/jell-o for the Americans?) Didn't think they were supposed to be chewed. Are they? I experienced that they come out undigested which doesn't feel nice, nor feel right.
