Odd, the link works for me. It's just a 2003 year in review page for the PCRM where at the bottom it states:

...

I was just pointing out the connection between Fleming and the PCRM.

No, he's a read medical doctor - a cardiologist licensed who used to work at the Fleming Heart and Health Institute in Omaha, NE. He's also written some books. But, he's got a strong vegetarian agenda, so is very anti-Atkins/low carb. He is very involved with the PCRM. And, apparently, insurance fraud was something in which he dabbled as well.
