Androgens are hormones that women with PCOS usually have in excess.
The metformin will probably help you. It's been demonstrated to improve insulin sensitivity, which should in turn help you lose that apple shape.
Either way, patience will help, too. It was several cycles before I really noticed a difference from low carbing. You have to give your hormones time to sort themselves out. As well, fat tends to redistribute over time, so don't panic about the skinny legs. Give it some time, and I bet you'll be pleasantly surprised.
Good luck!
