I'm not sure how it would fit into your plan, but oat flour can be used, it's about 20 grams more ECC per 100 grams than soy flour.
It would probably be easier to find recipes that don't use it than trying to find a replacement.There are a lot of recipes that use whey protein isolate, vital wheat gluten, non-soy baking mixes, ground nuts, etc., that don't use any soy.
