Excess belly fat is usually an indicator of insulin resistance. Over time lowering your insulin release by way of consistently eating low GI foods and a healthy balanced plan you can heal this condition and your body will learn to burn it's own fat for fuel rather than storing fat.
There's no quick fix for weight issues as most people who use this forum would know. It probably took years of sugar/carb abuse to get your belly so don't expect a quick fix and be easy on yourself because you are only 10% of the way. Excercise and good eating habbits are the only thing you can do really
