An observation from over a half century of observing.

The only thing which mitigates human violence is the
concept of justice. It is not a matter of non-violence
but a matter of justice. Civilizations which created
justice in this life were honest societies. Those
which promised justice in the afterlife are those of
the oppressor.

In most of human evolution it was the clan which
ruled, the extended family and a hierarchy of related
clans made for early governments. They only interacted
with their families or with related families.

The absense of justice such as a governmental
preference of one group over another ceases to
mitigate human violence. That is what humans are in
fact absent the veneer of justice.
