Probably because anything under 0.99 carbs is allowed to be called "zero" carbs. See the zero? :)
Your particular drink may not have any carbs, but you can't tell by the lable.

Well, in my eyes its like this. People have you count a carb just so you don't get lax about counting the small carbs in everything you eat/drink. Personally I WILL NOT count splenda sweetened drinks this way as the liquid version of splenda has 0CARBS.

I believe caramel coloring in colas adds a carb.

Yeah, just because it's sweetened with non-sugar, doesn't mean there isn't 0.9 carbs of something else. You have to look at the ingredients.
Of course, unless you 're drinking 9 or 10 a day, maybe you can have one anyway.

Anything labeled 0g carbs must have less than 0.5g of carbs in it. Count it at 0.5g if you are concerned about it.

0.5 makes more sense, but 0.49 would make even more.
