They are kind of in a state of collective dumbfoundedness at
the moment. Believe whatever fulfills your bug-eyed aquatic
fantasy but the fact is they do not and have not prescribed
savannah landscape for quite some time now--5 to 10 years.
Unfortunately this is because they haven't prescribed any
habitat/climate at all.
I think it's got something to do with employing vagueness as a
means of avoiding conflict and confusion so that they can
continue to pretend they have consensus.
