Is this for a female?
There are weight charts and BMI charts on the internet, but this does not take into account muscle mass and appearance and that sort of thing (I mean, obviously if she's 300lbs she's overweight, but if she's 140, she may not be)
For example, my friend is very thin. Her bones stick out in some places. But she has a lot of muscle mass so she weighs 170 and yet looks very svelte.
I have no idea what I'm going to look like when I hit "goal," because I'm not sure what "goal" means to me. I think 120-130 would be good for me (I'm 25 and medium build), but since I've never been thin, I have no idea. I got my number from charts, from a doctor, and from knowing my mother was 115 when she was my age and she has a very small frame.
Maybe your friend should look for girls her age who have a similar build and are thin, and if she knows them well enough to ask their weight, she could do that. She can also ask her doctor or talk to her mother about what her mother weighed at that age.
Oh I should mention... I am about the same height as your friend. Well, an inch shorter. When I was 17, I weighed about 135 - 140 and wore a size 10 or 11. I felt overweight at this weight, at that age (I didn't have the same curves or muscle mass I have now). Hope that helps.
