Unless it says otherwise or makes sense to do it otherwise I would say before - that's the best way to perform portion control as opposed to guessing and seeing if you guessed too much or too little after it's cooked.

I weight most of my foods after because that is the actual amout of food I will be eating. Some foods lose volume when cooked.

But most nutritional tables are based on pre-cooked weight and so you might be getting more of everything then you planned for.

When all is said and done, for the vast majority of foods the descrepancies will not be any greater than the rest of the uncertainties in the actual nutritional content of what you are preparing compared to what the package/book claim and will, to some degree, average out over the course of all the food you eat in a day or week period.
