I've been LC'ing since Jan 2001. I lost 40lbs in the first 3 months. Since then I have stalled. Yes, i exercise and weight train. No, my measurements have not changed. I drink 10-12 glasses of water a day, no caffeine, no soda, no nutrasweet. I count my carbs around 20-25 a day. A lot of chicken breast, tuna, shrimp. I get my carbs from veggies only. My measurements have not changed at all! Help! A three month stall is frustrating!

Yes, it MUST be frustrating!
Check out the 'tips' section on the red bar above for some information about stalls and plateaus. You might need to 'tweak' your diet somewhat.
Are you eating enough calories? Too few (under about 1200 a day) will lower your metabolism, which makes it harder to lose. From what you've said, it looks like you're eating mainly lean protein; some people have had success with adding more calories to their daily menu in the form of fats - olive and flaxseed oil, etc.

Well, I am eating between 1500 and 1700 calories a day. I eat 2T of olive oil on my salads every day. I actually prefer it over dressing. I do 30 minutes of cardio 5 days a week and lift weights for 45 mins 3 days a week. My job is active (hairdresser's assistant). I don't sit around when I get home. I can't, I have too much energy. 3 months is a long time for no changes at all! Maybe low carb worked at first but now it is not working? NO hidden sugars or artificial sweetners anywhere in my food intake so now what?:(

why don't you post what you eat in the journal/bootcamp. maybe we can see something that you can't! how tall are you and how much do you weigh? where are you keeping track of carbs and calories? hope we can help! stalls just seem to be a normal part of weight loss though. are you pretty close to goal now? maybe that's what's stalling you. you may have to up your carbs!
